How To Enroll

We offer two different ways to enroll to give you the level of support that is best for you.

All New Hires Must Take Action

All new hires must complete the enrollment process and record an election or waiver of coverage. 


If you are a newly hired Flex employee and wish to enroll in the City Administered Health Plan (CAP), you have 30 days from your date of hire to enroll, plus a 15-day grace period. If you are enrolling dependents, you must provide proof of eligibility.

Experienced Benefits Counselors are available to help you navigate the system, answer your questions, and help with your benefit selections.


This is your only opportunity to elect benefits during the year. You will not be able to enroll in benefits until the next Open Enrollment period unless you experience a Qualifying Life Event such as marriage, divorce, or the birth of a child.

Virtual Benefits Counselor

Schedule an appointment to meet with a counselor via video call. The counselor will have the ability to co-share screens as they explain your benefit options, answer questions, and help you complete your enrollment.


How does it work? 


  • After you make the appointment, you will receive an email confirmation with login instructions.
  • On the day of your appointment, log in to your session. Use a computer for the best experience. Make sure you have a semi-private, quiet area with Internet connectivity.
  • Have your personal and dependent information available and allow about 20 minutes to complete your enrollment session.

Enroll in 2025 benefits by logging on to the COP HR Employee Self-Service (ESS) portal from a computer, tablet, or smartphone with internet access and a recent version of a standard browser, such as Google Chrome, Microsoft Edge, Mozilla Firefox, or Apple Safari.
